Barking, Essex Barking Town Hall, Barking, Essex

The project comprised a phased refurbishment and alterations to the existing 1930s Town Hall to provide a bright, modern, open plan working environment.

Project Description

It included major structural works, including the removal of most internal masonry walls and the installation of a bespoke steel frame. Other works included the installation of triple glazed windows throughout as well as new heating and ventilation systems, electrical, toilets, kitchens, and finishes. The first phase saw works to the South Wing, with works to the North Wing completed in phase two.

Decarbonisation:
We improved the performance of the buildings through a number of means. Internal walls were over-clad with wood fibre insulation board: a breathable, ecological solution which has the added benefit of providing active moisture control through its absorption and redistribution. New windows were installed, delivering a significant improvement in U-Value in comparison to those removed and saving 82,893kg of CO2 over baseline. PV panels were included in the scheme, ensuring that the Borough complied with its carbon reduction responsibilities. The project was supplied by a gas fired boiler with efficiency of at least 93%, with a future CHP connection included in the heating design to allow future connections to a proposed district heating scheme. Connection to the scheme in the future would result in a further 7.63% reduction in emissions. Comfort cooling supplied by air source heat pump.

The project exceeded its target to make emission reductions in line with the London Plan’s Energy Hierarchy, with the adaptations delivering a 51.18% improvement in CO2 emissions over baseline minimum requirements.
